Online Casino Laws in New Zealand

New Zealand introduced a new online casino regulatory framework in 2026. Implementation is being phased in and is not expected to be fully operational until 2027. This guide explains the published framework and the information players should verify before using an operator.
What Changed in 2026?
The Online Casino Gambling Act 2026 created a regulated online casino market for New Zealand. The Department of Internal Affairs is implementing the licensing system, regulatory infrastructure, consumer protections, and enforcement processes.
The Department says implementation is being phased in and the system is not expected to be fully operational until 2027. Casino availability and licence status may therefore change as the new framework is implemented.
What the New Framework Covers
The Government has said that up to 15 online casino licences will be available through a competitive process. Licensed operators will be subject to requirements concerning harm prevention, consumer protection, advertising, operator conduct, and regulatory oversight.
An offshore licence displayed by an operator should not be described as a New Zealand online casino licence. Players should check the current New Zealand licensing position through official sources as the system develops.
What to Verify Before Registering
Before opening an account or depositing, check the operator's current legal name, licensing authority, licence number, availability for New Zealand residents, identity-verification rules, payment limits, withdrawal conditions, complaints process, and responsible gambling tools.

Casino Gambling and Sports Betting Are Separate
